The regulation of the editorial board of “RadioElectronics & Informatics” in the structure of a publishing house
This provision regulates the activity of the joint editorial boards of the mass media.
The editors provide an issue of the journal “RadioElectronics & Informatics”. The Editorial Committee is understood joint editorial board. All the rules relating to the rights and obligations of the Editorial Committee are distributed in this part.
The chief editor is responsible for the publication of the «RadioElectronics & Informatics Journal» journal.
The parties consider the journal issuance in accordance with the agreed requirements of the editors and experts as the objectives of the Editorial Committee. To accomplish this goal the editorial board collects information, works on the short-term and strategic planning of the journal, information materials, and on a full cycle of the journal issues prepress.
To achieve these objectives, the following structure of the Editorial Committee is approved by the Publisher and the editorial board:
· The Editorial group
· The Secretariat
· Computer Department
· Department of the expert assessments of works.
Editor in Chief in agreement with the publisher has the right to review the structure of the Editorial Committee, introducing new departments, combining or eliminating them within agreed with the publisher budget.
The Editorial Committee contains the following positions:
· Chief Editor
· Deputy Chief Editor
· Executive Secretary
· Deputy Executive Secretary
· Designer.
The Editorial Committee creates an advisory body – the Editorial Board. The Editorial Board may be formed (elected) both from scientists of the Editorial Committee staff, and from the leading experts in the industry, and the chief editor has a casting vote when voting for a particular nominee to the Board. During his candidacy, the applicant must demonstrate its experience in the industry, a list of publications, as well as outstanding achievements as a professor or a researcher.
The competence of the Editorial Board is to prepare and develop solutions for their submission to the Chief Editor and Publisher of the following issues:
· Setting priorities in the preparation of work schedules
· Adoption of the Ethics Code of the Editorial Committee
· Evaluation of controversial material from the standpoint of corporate ethics
· Evaluation of qualifications of key personnel when hiring and firing.
The Chief Editor manages the Editorial Board and acts on the basis of the principle of unity of command and within their competence, solves all the issues of the editorial board, except for matters within the competence of the Manager or the Publisher, or the matters that require coordination. In all cases where the parties did not agreed additionally further procedure for the adoption of a decision, which must be adopted or agreed by the Editorial Committee, the Chief Editor acts on behalf of the Editorial Committee. This rule applies to both relationships of the Publisher and the Editorial Committee, and the relations of the Editorial Committee with the third parties.
The legal status of the Editorial Committee
In accordance with its tasks, the Editorial Committee:
– in accordance with the law, carries out the search, collection, processing and distribution of information;
– carries out the creation, preparation, editing and layout information and other material for publication and ensures delivery of bands prepared for publication no later than 14 days before the scheduled issue release. Actual time of an issue delivery to print is documented and signed by the Chief Editor.
The procedure for adoption and amendment of these Regulations
This provision was adopted by the drafting committee, Chief Editor and the Executive Secretary together.
Changes in these Regulations the Registrar may be made only in consultation with the Chief Editor and the Executive Secretary.
